What you are seeing there is normal for the 1960 SD cents.

That's normal for the date. Also it can't be "plating blisters" because cents were plated back then.

Exactly. I can see it fine in the photos posted. That's normal. You'll see this example in the link below, as well as other examples of engraving doubling that you are likely to come across.

Yeah, it was a bad engraving job on the master die that year. They all look like that.
