I think these lines/scratches are PMD, but how did it get like that?

I do not think it is PMD... I would think the date and Abes' face would be damaged also...There are also some gouges on the edge of the jacket... To me it appears to be extrememly heavy die abrasions!!!Jim

It is odd how they stop so well at the date and bust.
If you look at the bust tip directly below the 19 the lines start on the bust. My guess it that the coin had some black crusty gunk on it and someone used a tool to scrape it off but it was long enough ago that it re-toned over it.Comment

IMHO, I would rule out die abrasion. I am thinking the scratches were made many, many years ago and subsequent circulation wear has worn the post mint scratches off of the high points of the coin.Bob Piazza

I agree with Ed, Bob and Gilbert. The lines stop in a consistent linear fashion some distance BEFORE they hit the devices. If they were on the die, they would wear away LAST in the areas immediately next to raised devices on the coin,. However, on this coin it is the opposite. It makes sense that scratches on the coin itself would be lighter or nonexistent as the implement approached the raised devices of the coin. Then, the scratches in the high areas of the coin would be the first to wear away. If the scratches were strong all the way "under" the devices, then things would be different. Also, I tend to think that such an obvious anomaly, if die related, would have been noted before now. That is hardly a conclusive argument, but it is founded conjecture. Well I will have to go with the pros on this one... I zoomed in to 400% and see what could be lines under the numbers but nothing definite... Thanks ya'll!!Jim
