I’m not positive however, I think it’s a grease filled die that produced this effect. Anyone care to chime in. Thanks

I'm not real familiar with them but the lack of depth on the rims, makes me lean towards a weak strike. It looks the same on obverse and reverse.

I'm going with a greaser as well on this one.
If you look at item#2 on the error ref link it says,
"2. A weak strike will retain some, most, or all of a planchet proto-rim. The proto-rim is erased in a weak strike."

Its definitively a greasy strike, but also remember, it's common for ATES OF to be weakly struck due to the large amount of material needed to strike up the bust on the obverse.All opinions expressed are not necessarily shared by willbrooks or his affiliates.
