Here is a nice example of a FLIP OVER ROTATED DOUBLE STRUCK IN COLLAR. This one is a 1998P MS 64 graded by NGC. They say nothing about rotated on the label but you can see that it is.

I would not throw anything that looks like this back, even if it were PMD. Great error coin. I'm beginning to lean towards collecting errors. They tend to be dramatic.Comment
