The EPU certainly look a lot like trails to me. Have you compared them against BJ Neff and Bob Piazza's traildies site?
Other than that, you will need to wait until they wake up and start looking here to check your pictures...

That is a trail die and a very nice one at that. Notice the pronounced distortion on the top bar of the B and R of PLURIBUS. The offset direction is 320 degrees.
I did a fast look through on traildies.com and could not find an exact match, however, there are some that are similar. If you can not find your die on that site, please contact me and we will see about getting your die in the files or at least looked at.
Since these are a die variety, "yes" they are. They would fall into the same category as RPMs and doubled dies (some even believe them to be doubled die).
I am in the process of putting prices on the traildies.com site, however, I have been a bit busy with other more demanding projects, so I have not completed that work as of yet.
