I belive this is PMD ..Post Mint Damage..anything that happens to the coin after the last second the dies have a downward direction during the strike...when the dies move back up..and forever after that..PMD.... this looks like a knife,screwdriver.. something cutting into the copper....IMHOMember: Florida State representative for the ANA, Florida state representative for CONECA, F.U.N. and the Ocala Coin ClubComment

I would imagine the coin was scraped or hit somehow as noted by everyone else. I cannot rule out machine doubling along with some circulation wear dings.
