There are no such things as plating issues. The coins are plated and then minted.
Jeff, something happens during the minting process where the sharp hard edge of the die, seems to either cut into, or damage the plating. That damaged area, or split, spreads with the momentum of the strike and moves toward the rims. People often confuse these as being RPMs. The plating issues impact the MM more than anything else on the obverse. It is similar to what happens on off-center struck coins or broadstruck coins where the portrait or other partys of the design freely splt and spread toward open areas creating wildly distorted (almost cartoonish) doubling.
