I am pretty sure this is 1948S rpm #3. Here are some photos with a couple markers.

Jim, This is a winner winner chicken dinner! The heavy scratch above the "4" going north also matches my 1948-S WRPM#8B / RPM#3A.
along with the other marker's you show. Nice find!!

For everyone looking at the old hard back of the RPM Book. This coin is not it. Old RPM#3 was replaced with this coin....
