At first look I'd say yes. An RPM and a strong one. You should send that in.
Its stronger than 1983-D WRPM-015 in D/D West pictured in Volume Seven Number 1 ( March / April 2005 ) of "The HUB."Lincoln Cent Variety Enthusiast -
There are at least 15 in the Wexler files . That WRPM-015 D/D west was the last one I have record of. The others I know of are either tilted or CCW RPMs. Not the case on yours.

A couple of things bother me. First, the flow lines are continued from the field into the secondary image. Also the the secondary image appears flat and incomplete. While some repunched mint marks are not complete, one this strong should be complete unless the punch was at a tilt. And lastly, there is no notching to be seen on the mint mark. Once again, with one so strong, this should be a feature easily seen.
I believe it to be tilted machine doubling, which is commonly seen.
However, this conclusion is based on the pictures alone and as we all know, a coin in hand may tell a different story.
