Hey the pictures are pretty rough but can anyone tell if this is a RPM?

Unfortunately it is not a RPM. You cannot have an RPM after 1989. 1989 and before the mint marks were punched into the dies, so the possibility of a RPM existed. After 1989 the mint started to engrave the mint mark onto the dies ending the possibility of RPMs.
From your 2nd pic I think it might just be MD.

Could be MD on the MM or possibly PSD (Plating Split Doubling).

I was asked to make a comment on this coin from another forum. This (as mentioned) is not an RPM but...that doesn't mean the mint mark can't be doubled any more. All it means is that if there is genuine doubling of a mintmark on a coin after 1989, it will now be known as a doubled die as the doubling would occur during the hubbing process, and not by being hand punched. 1995D had a few examples where this is the case.Bob Piazza

Good point there Bob I wouldn't have even considered that! If your an RPM collector then it is not, if you collect the double dies then it could be. Problem is most people do not understand the difference, it's all over e-bay now with folks calling 1989-present RPM's. Sorry coins-it-is, but just had to say something.Comment

LOL - people list all sorts of things on eBay as RPMs, DDOs and various errors when they are not even close to being a variety or error. Of course post '89s listed as RPMs are especially disturbing when they sell to someone...
