1967 Roosevelt Dime Die Cap? or PMD?

I have slowly, but surely going through my collection and trying to get answers on some age-old mysteries. Ran across this 1967 Roosevelt Dime and was wondering if it was a mastermind PMD project of someone who was extremely bored or if it is a die cap.

PMD.. edges were rolled. I have a few indian cents like this, that came out of cufflinks.
