    Ebay settings "confirm address" ?

a buyer replied to me with this message, did I do something to make people have to enter a credit card? looking into it more, will check back later..

Hi, when I go to pay for this coin, Paypal tells me: "The merchant requires you to provide a confirmed address for delivery. To confirm your address, please link a card associated with that address". I've never seen this before when buying an item, but after some research on this problem, I believe you have the setting turned on to only ship to a confirmed address. My shipping address is different than my debit card address. I've made over 30 purchases in the last two months and have 100% positive feedback as a buyer... but I've never come across this before. If you can figure out a way to change that setting, I will pay you, but if not, you'll have to cancel this transaction because I can't pay you otherwise. Message me back, thanks.
Well it seems my paypal account was set to:

Block Payments for the items not sold on eBay from U.S. users who do not provide a confirmed address...

never seen that before, I wonder if I accidentally changed the settings or if it has always required folks to enter Credit Card info?
    anyone seen this before? Thanks

In the past you were not covered by "sellers protection" if you shipped to anything other than a confirmed address but they changed/eliminated that rule a few years ago.

    Now Paypal says:
"When you do ship to an unconfirmed address, PayPal encourages you to be alert and minimize risk by following our Security Tips for Sellers."

Good grief. Your silly buyer should just associate a card and stop making excuses. Some sellers will not sell without a confirmed address.

I won't. Way too much credit card fraud to not be diligent.
