Never heard of any DDO or DDR other than a possible Master hub doubling. Searched Google and a couple of forums. So here is what I find.
There is doubling on the date ,initials and lighter on motto. Any dime enthusiast here.
I am not aware of any 1978 doubled dies for Roosevelt dimes. Your photos are actually quite good and I do think I see what you are referring to as doubling. However, they appear to be in different directions which would make them difficult to establish as hub doubling. In addition, only tiny portions of the devices show the doubling. It might be something that would require an in hand look some time.

The best website for Roosevelt dimes stops at 1964.. nothing I can find for 1978 at all.... interesting coin... would like to see someone look at it in hand and find out it is a new listable DDO.. THAT would be amazing

That looks like a listable DD to me... Hopefully you will send it in to one of the pros for an inhand... Very nice looking coin... The mylar definitely made it look worn... At least I know it's not my vision getting worse
