1978 D quarter weighs between 5.43 and 5.44 grams

Is this within tolerance of the mint weight? Maybe from circulation? Everything I have found says it should weigh 5.67 grams. I can't find any information on this. Please help. The middle one is the 1978 D quarter.

Looks within +/- 5 % US Mint tolerances.

0.95 x 5.67 = 5.39

Also, The tolerance for the cent is listed as: +/- 4.28 %.
The tolerance for the 5 cent nickel is listed as: +/- 4.95 %.
