What would you consider this dime to be with the incomplete clip

I was referring to that little lip that runs around the OD of the coin. I thought I read somewhere that was called a clip

This is a misaligned die. A clip would be missing some of the rim.

Okay great that's a Mad..Does this happen very often and do they have any value.....

It happens quite often. It would have to be more severe to have any value.
