I'm not 100% sure on this but I think it could be a " Rim restricted second strike". After looking at both the obverse and reverse, it kind of looks that way. Let's see what the pros think. Here is a link.

It could be... I did notice in the explanation for the Lincoln on Error Ref that for a rim-restricted second strike that design elements will be on both sides... There is also rim-restricted design duplication that has the duplication on one side only but is only on the side with the hammer die... It is traditionally the obverse die, I think but don't know if that holds true with foreign coins.There is also rim-restricted design duplication that has the duplication on one side only but is only on the side with the hammer die... Any idea which side is the hammer die???Comment

Well, look at you Dan, thanks!! Here is the link, (http://coinsandcanada.com/coins-pric...cent-1965-1989) . It is listed under "Miscellaneous / Unclassified " and simply "denticals on colar". The listed one looks slightly different but would appear to be the same type of anomaly.
