Since we don't have a photo, it is hard to tell. However, I have seen where the machine used to heat seal the mylar packaging around the coins has imprinted what looks like a reeded edge on the outer surfaces of some coins. We really do need to see a photo of what you are talking about though.

The half is striped all the way up the side the grooves in the dime are only around 4 or 5 spots the half has 10-12 matching the grooves perfect

Some of what you're seeing could be caused by a collar clash. The rest of it looks like PSD.

It appears to be PSD to me... I can see some damage to the wrapping that lines up with the areas on the coin!!!

PSD ? What does that mean because this isn't the only. Coins I have seen this on but it happened before not after it left the mint. It matches the grooves in the coins edge I wish I. Could find the picture of the other coin

                    From the Glossary

Post-mint Damage: This term is no longer preferred. Please see Post-strike Damage.
Post-strike Damage: This term is now preferred over Post Mint Damage. This is any damage that happens to a coin after the moment it is struck, including contact marks the coin may suffer before leaving the mint from falling into hoppers, or being bagged, etc. Of course, anything that happens to the coin during its life-span in circulation also falls into this category, such as purposeful or accidental hits, corrosion, unnatural toning, etc.

The 1983 is from extreme die wear and circulation wear... There are coins even worse than the one you listed!!!
