I think it's not PMD.
I don't know the answer but the clues I see are, some lamination still intact on the shoulder, and some area STA looks like it never struck up. That implies to me that the area was irregular (had laminations) and might have been at least partly missing when struck.
Kinda like a ragged area falling apart, like a messy ragged clip. Like I say I don't know but that's how it looks haha.
See what others think, might need an error expert to be sure

I am with Grumpy on this one... The absence of STA and the E of EPU sways my thoughts... I seem to remember an article by Mike Diamond concerning the lack of the Blakesly effect but I am not sure... Hope he chimes in on this one!!!Jim

That missing STA and E are odd, it looks missing like it wasn't struck up but also looks like some pushed up metal near where the E is gone so it's confusing.
What sways me towards not being damage is look at the top of E in UNITED, it looks like the top is gone from a lamination and like with most laminations it looks like the top of the E shows on the section under the peel like a lamination.Comment

Looks like a lamination error that has gotten exaggerated by PMD. Sometimes you just cannot explain some errors.Even a fool can look wise if he keeps his mouth closed.Comment

How about struck through grease (missing letters) and lamination that has fallen away after striking? The field above the building & the E, dot, and P look weak/odd like a greaser.Comment

Post Mint Damage. (Damage to the coin after it left the mint, even though damage can occur in the mint but after it was struck. Which is why some call it PSD or Post Strike Damage)Comment
