I was wondering what it's called when a coin looks like this when the rim is wide and the letters on the reverse run into the rim smoothly. Is it just struck off center? Thank You.

It may be a slight MAD but does not look like an off center strike. I think what you are seeing is a form of die deterioration and also circulation flattening, that makes it seem more pronounced. Scroll down to the 88 cent. LINK https://www.error-ref.com/design-devouring-die-wear/ -
If the area the arrows are pointing to is raised, could this be a "finned rim"? (They are usually fairly thin though.)
